    The bustling island of Mactan is shifting into a state of heightened security and organized quiet as President Ferdinand Marcos Jr. has officially declared May 6 to 8, 2026, as special non-working days for Lapu-Lapu City and the Municipality of Cordova. This decisive move, finalized through Proclamation No. 1238, was issued to ensure the seamless hosting of the 48th Association of Southeast Asian Nations (ASEAN) Summit. By pausing work across both public and private sectors, the government aims to drastically reduce traffic congestion and provide a secure environment for arriving heads of state and high-level delegations. For residents, the announcement means a temporary break from the daily grind as the eyes of the region turn toward Cebu’s historic resort hub

    A Tactical Strategy for Global Security

    The primary driver behind this three-day holiday is the need to secure the movement of hundreds of foreign dignitaries and heads of state who are converging on Mactan. Acting Executive Secretary Ralph Recto signed the proclamation to mitigate the logistical challenges of transporting high-profile convoys through the island’s narrow corridors. Authorities have deployed over 7,300 personnel from various emergency and security agencies to monitor coastal, airspace, and ground movements throughout the summit period. This deployment is critical as delegates began arriving as early as May 5, with departure schedules extending until May 12.

    Impact on Labor and Local Industry

    Because these dates are classified as special non-working days, specific labor rules apply to the workforce in Lapu-Lapu and Cordova. Under the standard "no work, no pay" policy, employees who do not report to work are not entitled to compensation unless stipulated by company policy. However, those who are required to work during these holidays must receive an additional 30 percent of their basic daily wage for the first eight hours of their shift. Essential services, including healthcare, airport operations, and emergency response teams, will remain fully functional to maintain critical city services during the summit.

    Navigating a City in Lockdown

    Travelers and residents are being warned of significant "intermittent stoppages" and temporary road lockdowns, particularly around Mactan Newtown, Punta Engaño, and the Mactan-Cebu International Airport. Mayor Cindi King-Chan noted that the request for the holiday was a direct response to anticipated traffic difficulties that could inconvenience the public. Officials recommend that anyone with scheduled flights during this window leave for the airport much earlier than usual to account for extra security checks and convoy movements. While the short-term disruption is substantial, local leaders believe the successful hosting of the summit will cement the region’s reputation as a world-class destination for international diplomacy.
